This Action Plan identifies the steps management will take to address the recommendations from the Program Evaluation of Training Provided to the PMMRP Functional Community.
Background
The Program Evaluation of the Training Delivered to the PMMRP Functional Community was listed as a commitment for fiscal year 2009-2010 in the Five-Year Evaluation Plan of the Canada School of Public Service (the School). It was conducted between November 2009 and June 2010 to examine the relevance and performance of the training for PMMRP functional specialists. It is expected that the findings of the report will support PMMRP training managers in the Individual Learning Branch as well as the School's Executive Management Committee in determining the future direction of the training designed for this community.
Response to the Recommendations
The evaluation of the PMMRP program was reviewed by staff and management. The report contains valuable information on many aspects of the maintenance and delivery of the program which will be used to improve it.
In general, findings are positive; they confirm the relevance of the PMMRP curriculum to the School's corporate priorities, as well as the clear need for the School to remain involved in providing training to the PMMRP community.
As part of the implementation of the functional community strategy established in 2009 2010, the Functional Area has worked with other parts of the School to develop a new School-wide approach to serving the PMMRP community. Communications will be improved to clarify respective roles and responsibilities.
With the tightening of resources available for design and maintenance, the School's project management approach, including risk management strategies, will be improved to increase efficiency in design activities.
The focus over the past three years has been the development and delivery of the required training program for all PMMRP specialists (over 10,000) within the prescribed timelines. This was achieved successfully. Most respondents to the survey were satisfied with their classroom learning. Ensuring quality products is of the utmost priority for the Functional Area; through the Curriculum Review, a review of all products is underway to ensure content accuracy. A clear quality assurance process is being established to ensure an efficient life-cycle approach to managing products.
All PMMRP specialists across Canada need to have the same level of competence to accomplish their duties efficiently. However, the reality of specialists in the Regions is markedly different than that of specialists in the National Capital Region. The School's training should reflect this reality and a review of the program with a regional lens will be undertaken.
The real property stream of the community does not yet have access to a training program that meets its learning needs in the context of the federal government. Working in collaboration with the Functional Community Office, the Functional Authority Area will determine what can be done to support this stream of the community.
The proposed Action Plan sets out the measures management will take to follow up on recommendations made in the report and identifies the office of primary interest (OPI). In some cases, OPIs may be outside the PMMRP Functional area. These OPIs will work in collaboration with the PMMRP team and management to deliver results.
