Institutional GBA Plus Capacity

In 2022-2023, the Canada School of Public Service (the School) will work on developing a framework to integrate GBA Plus into departmental decision making.

In addition, the School will collaborate with departments and agencies to develop and deliver learning products in line with the Government of Canada's commitment to GBA Plus by:

  • meeting with the GBA Plus Learning Advisory Committee, with Women and Gender Equality Canada (WAGE), to discuss and identify learning needs for the federal public service on the topics of GBA Plus and intersectionality
  • co-chairing the GBA Plus Capacity Building Working Group with WAGE to discuss ways to build GBA Plus knowledge and application across the whole of government

Both groups will provide input into the development of a GBA Plus learning plan to support executives, the various functional communities, and all public servants.

Common public service learning

The School will focus on the development and delivery of learning products in line with the Government of Canada's commitment to GBA Plus.

The School will collect and review learner feedback to inform changes to learning products, where possible, using Level 1 evaluation to measure whether the learner finds the training engaging, favourable, and relevant. It will also obtain learner and departmental feedback through multiple mechanisms, including:

  • learner surveys, questionnaires, and focus groups
  • user testing during product development
  • pilot offerings prior to launch
  • evaluation data from courses and events (both quantitative and qualitative)

As per the Policy Direction to Modernize the Government of Canada's Sex and Gender Information Practices, the School will not collect information on sex and gender, nor will it collect information on learners' age and income.

Internal services

The School will incorporate GBA Plus into the design and delivery of human resources operations and practices. GBA Plus standards and gender-inclusive language will be applied throughout the employment life cycle to foster a positive workplace that is inclusive of diverse gender identities.
