Phil Gratton joined the Canada School of Public Service's Digital Academy in 2021, with a mission to help public servants and their leadership gain the knowledge, skills, and mindsets required to flourish in the digital age. He has been an associate faculty member since 2021 and a full-time faculty member since 2025, teaching courses across various curricula of the School.
He was previously the Director General of the Data Management Branch at the Canadian Security Intelligence Service (CSIS), where he led teams of security practitioners in creating innovative and compliant data solutions in support of national security investigations.
He previously served as the CSIS Chief of Cyber, investigating threats from state and terrorist cyber actors. He has been involved in a broad range of national security investigations at the CSIS's national headquarters in Ottawa, in regional offices across the country, and in locations abroad. Phil is passionate about digital transformation and leadership under complexity.
