Authority Delegation Training Program: Frequently asked questions

Q1: Who is the program intended for?

The ADT program is primarily intended for managers at all levels who (as a result of a change in duties or an acting appointment) require authority delegation training to receive financial signing authorities. ADT is included in the Treasury Board Mandatory Training Inventory.

Those who are interested in enhancing their basic knowledge of human resources, finance and procurement may also access the training for developmental purposes.

Q2: Are there any prerequisites to access the authority delegation training (ADT) courses?

Although the following courses can be taken in any order, the following order is recommended:

Q3: Will learners who complete authority delegation training automatically obtain signing authority?

No. Completing authority delegation training does not entitle you to exercise signing authority. As prescribed by the Directive on Delegation of Spending and Financial Authorities, no person is permitted to exercise financial authorities unless the appropriate minister or deputy minister has formally delegated these authorities as established under sections 32 and 34 of the Financial Administration Act and their supervisor has formally designated that person.

Authority delegation training applies to the core public administration, as listed in schedules I and IV of the Financial Administration Act.

Q4: How much time will it take to complete the courses?

It will take approximately:

  • 3.5 hours to complete Authority Delegation Training: Using Public Funds Responsibly (COR250)
  • 5 hours to complete Authority Delegation Training: Practising Responsible Procurement (COR451)
  • 4.5 hours to complete Authority Delegation Training: Managing People Effectively (COR152)
  • 3 hours to complete Authority Delegation Validation Assessment for Executives (COR254)
Q5: Do I have a set amount of time to complete the training?

As per the Directive on Mandatory Training, managers and executives must successfully complete the training associated with their legal and policy responsibilities prior to exercising their delegated authorities.

Q6: What happens if I can't complete the training in one sitting? Can I leave and come back later?

Yes, learners can stop and then pick up where they left off.

Q7: If I don't successfully complete the online tests, how long must I wait before retaking them?

You can take the test components of the online training as many times as needed until you are successful. There is no wait time required between attempts.

Q8: How does the current learning path of the Authority Delegation Training (ADT) Program differ from the previous one?

The ADT Program was redesigned in 2022 based on feedback from learners and stakeholders. Many managers reported seeing content that had already been covered in other courses and was not relevant to exercising financial authorities. Improvements include the following:

  • A program structure that is easier to follow: Courses clearly indicate their main topic.
  • Improved content: The emphasis is on practical real-life examples that new managers need to know.
  • Testing is now incorporated into the courses.
  • Links to other essential courses: The ADT Program links to other courses that are available to help managers thrive in their role.

Q9: My current ADT certification has not yet expired. Do I need to retake the program in its newest version?

No. You only need to take courses for your next five-year revalidation.

For reference, older course codes include G110, G124, G126, G610, G226, G127, G227, G510, COR253, and the C451 series.

Q10: What is the authority delegation training path for supervisors?

Under the streamlined ADT program, the G410 certification path for supervisors is discontinued. There is one ADT program path for managers at all levels, and it includes the foundational training COR250, COR451 and COR152. The Policy on People Management gives deputy heads flexibility in determining mandatory training in their organizations. Given this flexibility, organizations may opt to assign the ADT program path to supervisors (without financial signing authority) so that they may gain knowledge of roles and responsibilities. However, this is not mandatory training for this group under the policy and the Directive on Mandatory Training.

Q11: What is the difference between registering for each ADT course separately and enrolling via the program page?

When you register for the ADT courses COR250, COR451 and COR152 individually and successfully complete all three courses, the learning platform will recognize that you have completed the ADT program.

When you register and successfully complete the ADT course COR254, the learning platform will recognize that you have completed that course, but you will not receive an additional ADT program certification because COR254 is only mandatory for executives, not managers.
