JASON REID (Chief Information Officer, Natural Resources Canada/Dirigeant principal de l'information, Ressources naturelles Canada): And so, in a traditional model, this is a model that we all grew up in. All of the technology decisions were made by the CIO. All of the application developers reported to the CIO.

And we all had that traditional story where a client would come to us with some requirements, we'd make them sign off on it on January 1. September 1, we're very proud, we deliver a solution, and in the nine months that it took us to deliver, surprisingly, business changed and it didn't actually meet the requirements.

And so, then, we start the change request process for enhancements to come in and do this.

So, that model worked for a little while and it worked for a while when the cost of compute was high and we ran our own data center. With the advent of Shared Services Canada, which is the central data center provisioner, and more importantly with the cloud, we can now tilt that model to the side.

And we've realized quite clearly that the business acumen is in the program sectors and so the areas that actually run the various programs in our world to enable Canada's climate strategy.

And then, of course, being a science based department, all of the scientists, academically, the smartest people Canada has to offer, we're so thrilled to have them within NRCan, we'll never come to understand their area of science like they would.

And so, to expect an IT technician to be able to deliver a solution that meets their needs, it would take us too long and the back and forth exchange would simply be unacceptable.

And so, by providing that centralized area where we can build compute as a platform and give it off to the business owners, we're much better positioned to meet requirements that the department has put forward from a mandate perspective.
