Gender-based analysis plus
Introduction
In 2018, Parliament passed the Canadian Gender Budgeting Act. Departmental plans and departmental results reports are being used to fulfill the President of the Treasury Board's obligations to make public, every year, analysis on the impacts of expenditure programs in terms of gender and diversity.
Each organization is responsible for conducting their own Gender-based Analysis Plus (GBA Plus).
Applicability
All organizations must complete GBA Plus supplementary information tables in departmental plans and departmental results reports on an annual basis.
Section 1: Institutional GBA Plus governance and capacity
Governance
GBA Plus is one of the key strategic priorities for the Canada School of Public Service (the School). The structure of its governance is diffused across the organization, with key roles being:
- The President, who is responsible for providing overall leadership to support GBA Plus in the department and ensuring due diligence related to GBA Plus across all business areas.
- The GBA Plus Champion, who is responsible for taking a leadership role in raising awareness about GBA Plus, promoting its application and supporting innovative ways to strengthen intersectional analysis throughout the department (such as raising awareness; offering tools, information sessions and resources to help officials better understand GBA Plus and how to integrate it into their work; and providing advice and guidance on incorporating GBA Plus into specific initiatives undertaken by School colleagues). The Champion advises senior management of their roles and responsibilities.
- The Vice-President, Business Enablement, and Chief Financial Officer, who provides leadership in the monitoring of GBA Plus in the department, including coordinating horizontal departmental reports.
- The Director General, Policy, Priorities and Partnerships, who is responsible for integrating GBA Plus into internal policy tools, such as copyright.
- All School officials, who are responsible for taking GBA Plus training and integrating GBA Plus in their work.
Capacity
In line with the Government of Canada's commitment to integrate GBA Plus practices into the work of departments and agencies and sustain these practices, the School has put in place measures to continuously improve its capacity to implement GBA Plus practices across the organization.
The School has incorporated, and will continue to incorporate, the GBA Plus perspective into departmental decision-making processes, including the design and delivery of its products. Learning product development and event planning will continue to prioritize GBA Plus by adhering to the "Nothing Without Us" principle. This involves consulting with and leveraging the lived experiences of stakeholders and partners inside and outside the government, including employees from equity-seeking groups, civil society organizations and academics.
Business lines are responsible for ensuring GBA Plus compliance in their projects and services. They must attest to this compliance before launching any products or services. To support this, the School will continue to apply existing tools, including a checklist for inclusive events, to aid in the planning, design, and delivery of learning products. Further tools will be developed for other learning products this year.
The School will continue to focus on the development and delivery of GBA Plus learning products that are aligned with the Government of Canada's evolving policy direction. To do so, the School collaborates with departments and agencies to enhance the GBA Plus learning curriculum by providing events and courses that focus on advancing the fairness and inclusion lens, offering learning in support of equity, diversity and inclusion, and chairing a community of practice aimed at enhancing information sharing and opportunities for GBA Plus learning.
Human resources dedicated to GBA Plus
There are no dedicated full-time equivalents at the School, as all employees are responsible for applying GBA Plus lenses and best practices in their workflow processes.
Section 2: Gender and diversity impacts, by program
Core responsibility: Common public service learning
Program name: Learning
Program goals: The Canada School of Public Service provides common learning to all employees of the core public service to serve Canadians with excellence. It develops learning products to support the application of GBA Plus by Government of Canada institutions.
GBA Plus data collection plan
Learner feedback is collected, reviewed and used to inform changes to learning products on an ongoing basis. Based on the information collected, changes are made where applicable.
The feedback is collected through:
- learner surveys, questionnaires, and focus groups
- user testing during product development
- pilot offerings prior to launch
- evaluation data from courses and events (both quantitative and qualitative)
The data resulting from this feedback is used to measure whether learners find the training engaging, beneficial, and relevant, and it is incorporated in the product development cycle, which includes periodic reviews.
